The DLBA also recommends reviewing the Islandview Greater Villages Neighborhood Framework Plan prepared by the City of Detroit’s Planning and Development Department for additional neighborhood context. Please note that the DLBA is entitled to a tax capture for five (5) tax years following the transfer of ownership. This tax capture may be incompatible with certain tax abatements and/or lot combinations otherwise available to the selected purchaser. Requests to waive the DLBA’s tax capture rights will be reviewed on a case-by-case basis and may require a payment in lieu of taxes (PILOT). Any such payment will be determined based on the proposed development pro forma and the impact of tax abatements on purchase and financing.
